What you'll learn

The programme builds the core capabilities public leaders need to turn strategy into lasting impact:

  • Strengthen strategic thinking — understand the core elements of public leadership, management, strategy and execution, and lead your organisation towards long-term success through a shared understanding of strategic direction.
  • Create consistency and public value — build a culture of consistency, internally and externally, that weighs core objectives, resources and environmental factors, and approach strategy both effectively and efficiently using feedback cycles.
  • Plan for risk and crisis — identify weaknesses and risks and develop the planning and skills to respond in a crisis, while shaping strategic communications that roll out new initiatives and anticipate stakeholder and media feedback.

Course syllabus

The programme is taught across modules using global case studies and protagonist examples — including the decisions of public leaders such as former United States Secretary of Defense Ash Carter. There are no prerequisites. To earn the Certificate of Completion from Harvard Online, participants complete all modules, including the associated quizzes, by the stated deadlines. The modules explore, among other themes:

Examine why public strategies so often fail at the execution stage, and how leadership and management tools combine with a team that anticipates every scenario before a plan is put in place.

Resource and budget planning

Align resources and budgets with strategic objectives so that plans are realistic, funded and sustainable over the long term.

Talent recruitment and retention

Build and sustain a high-performing team, with approaches to recruiting, developing and retaining the people needed to deliver on strategic goals.

Strategic communications and crisis management

Develop communications that roll out new initiatives, gather stakeholder input and support, and anticipate scrutiny from shareholders, news media and the public.

Risk planning and mitigation

Identify weaknesses and risks in advance, and prepare the planning and skills required to respond effectively when a crisis hits.

Co-Director of the Belfer Center for Science and International Affairs at Harvard Kennedy School, and former United States Pentagon Chief of Staff and Assistant Secretary of Defense for Homeland Defense and Global Security.
